The Former President's Progressive Warning Overlooks The Continent's True Danger: Economic Decline.

Donald Trump's security policy document presents a flawed assessment of Europe. The document asserts that unrestrained immigration and what it terms "progressive" agendas pose an grave threat to European civilization. However, this argument rests on a serious misreading of the reality. The actual challenge confronting the EU is not cultural but economic and technological backwardness.

The Stark Growth Divide Separating Europe and the US

The data reveal a sobering contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry 13.5% increase for the EU. Over this period, European income per person fell from 76.5% to just half of the US level. Remarkably, even the poorest US state now boasts a greater average income than major EU nations like Italy and France.

Today, about 50% of the world’s 50 largest technology firms are American, while a mere four are European.

The Technological Shortfall: A Critical Question

The growing disparity stems from superior productivity growth in the United States, fueled by breakthroughs and better use of resources. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into enterprises valued at over ten billion dollars, compared with just 14 in the European continent.

This disparity raises a pressing issue: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU stand? Experts widely agree it is largely a contest between two between the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

Several major factors explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and more dynamic system for funding startups. Europe has yet to establish a genuine capital markets union, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among twenty-seven different national regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these hurdles, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Notable analyses on EU competitiveness and the single market highlight the necessity of sweeping changes.

With the right incentives and regulatory reforms, Europe's strengths could support far greater levels of business-led breakthroughs.

The continent retains significant strengths: high-quality human capital, excellent schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing cutting-edge technologies, it can still significantly increase productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now stands at a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. However, without bold steps to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
